Beijing Quality Supervision Test Center for Telephone Switching Equipment of MII (hereinafter QSTCTSE) was established through the approval of the former Ministry of Post and telecommunications in 1989 (Document No. 431, 1989). It is under the leadership of Telecommunication Metrology Center of Ministry of Information and Industry.

　Since its foundation, the test center bases on its powerful technical strength and advanced instruments and has been enlarged from 3 testing items and 18 staff to one research and test lab as well as a management department (the Office). To enforce the management of service reception, one service reception office was set up under the management department. By now, there are total 68 employees, among which, one PhD, 12 with Master Degree, 35 with Bachelor Degree, 18 with Junior College Degree, occupying 97% of the total staff. It has 4 professors, 15 senior engineers, 11 engineers, 9 assistant engineers. The number of employees with technical title higher than engineer occupies 44% of the total staff. The test center is equipped with 116 sets of advanced precise instruments and testing equipment as well as over 40 computers. There is total 1451 square meters of building area, among which, 667 square meters for testing rooms. The testing scope for telecom equipment of the testing center is enlarged gradually. At present, it can carry out testing services of optical transmission equipment, switch equipment, signaling and intelligent network equipment, synchronous equipment, access network equipment, data communication equipment, fiber cable and distribution equipment, integrated cabling system, security alarm system and billing equipment, etc.

　After the foundation of the testing center, it carried out large amount of testing work for telecom equipment to be used in the telecom network. It has participated in many industrial and national standards in telecom equipment testing. It checks the quality of telecom equipment and prevented low-quality foreign products to enter telecom market in China. After many years of hard work, the quality supervision work of the testing center has been approved by the National Technical and Quality Supervision Bureau, the Ministry of Information Industry and customers. In the future, with the concerns and support by the leaders from the Ministry of Information Industry and China Academy of Telecom Research of MII, we’ll improve our quality supervision and testing service to a higher level.
